Starter not engaging

I could really use some help on this one. It has me stumped. Just replaced the starter and solenoid because the starter would just make a spinning sound but not engaging.

It will try to crank from time to time, but mostly it just makes the spinning sound.

Was it the same before and after the new starter?
It’s a long shot but check your battery voltage. You have just enough to spin the starter but not enough to engage the bendix.

STEP #1 make certain the battery is fully charged and all connections are made shinny for max . amperage transfer to the starter

Battery reads 12.11 so I don't believe that is the issue. I will charge it overnight and see if it happens.. It tries to start a few times, then the spinning sound occurs.

clean all the connections including the pad on the block and the starter itself. 12.11 is almost dead. charge your battery

see chart... charge your battery...... if more than 5years old and lacked TLC... buy a new dedicated boat STARTER Battery .

Battery that reads 12.1 volts needs attention !!!!----It is called a 12 volt battery.----A good one reads at least 12.4 volts------As step #1 I would charge the battery and do a load test on it.----Perhaps the gears under that cover have an issue.
