1989 evenrude tracker 40 overheating

I have a evenrude tracker 40 that I just had the water pump, head gasket and thermostat replaced by a local guy but engine is still over heating. Any ideas?

Complete water pump kit ?-----Did he replace the seal at the outlet of the pump?-----Needs to be there since it does not have a water tube.----Overheating with boat in the lake?---On muffs ?----Or in a tub of water ?----Running with VRO in service ? ----Mixing oil at 50:1 in the tank ?

I bought a complete water pump kit for the guy to install. It's running on muffs.

Boat sat up for 3 yrs and tge impeller froze up. Never overheated before.

Also, water is coming out of the pee hole

Water that comes out the tell tale does not circulate through the block.------Could be an internal blockage.-----Any mud wasps in your area?
