yeah, carbon steel, welded, in the commercial engines in Rio de Janeiro, the guy is some of artist and made a lot of sales, but I still not "buying" his ideia, in my opinion welded x cast iron, cast iron wins for sure, but I decided to learn more about his project.
yes I would be concerned the carbon steel does last as long as cast iron . I think some of the OEM merc are coated on the inside. While cheaper initially the steel fabricated ones may need replacing more often.

If they weld it why not make it out of stainless steel?

a friend told me that stainless stell + high temps and salt water is not a good combination

Looks like the design got picked up by this company
Price wise they are about double the OEM cast iron price but to me the concern is will they last 2x as long? They do give a 10 year warranty but you have to check the terms of that….
