Looking for some advice on how to go about removing the old and installing new carpet. Would the entire cap have to be
separated from the hull?

I doubt the cap needs to be removed. Do you have any pictures?

Rip up the carpet, clean up the glue, install new carpet.

Those are the generic instructions for carpet replacement. There may be more specific help if we had more to go off of. Pictures are always welcome, and extremely important.

Did you ever get this completed? Im about to do mine on 2015 with similiar issue. Looks like a couple brackets hold that fiberglass down on mine that if removed might allow me to pull up just enough to slide it under.

Happy boating and good luck with your carpet.
