Mercruiser 3.0L - how to re-attach the T-Handle to Slider of the blue hoses?

Sounds like the single point drain. The T-handle is the top end of a cable that lowers the hoses so you can let them down nicely into the bilge. Not sure if there's a set screw or threaded on. Or if the slider end is broken? Should be able to MacGyver something up.
Either way, the T-handle isn't really needed., Just undo the blue hose and let it fall into the bilge. Reach down to pickup when it's time to reattach the blue hose to the top bracket.

Not too sure of reattachments but the following may help with other visuals guides for you too...




Often in or around section 6A cooling section of the merc service manuals. 'They may help lay out the guidelines of installment of the handles...
Your service manual is of Merc part number 90-899883197 (Book # 46) which if searched online, it either ought to be available for download at lower costs by a few website manual places or maybe buy a book from say eBay (or local dealer) such as these, https://www.ebay.com/sch/i.html?_nk...p2334524.m570.l1313&_odkw=899883197&_osacat=0
