dual outdrives

mercruiser alpha 1 gen 1

I bought this boat last year. When the outdrives are in the full down position port outdrive sits higher than the starboard drive.
The rams on the port side are not all the way in, it looks like they have about 2 to 3 inches of travel to go. When it stop moving it come to a hard stop. What could be causing this. I have raised it up and lowered a bunch of times thinking there was air in the system.

Check to see if it has trim limit spacers inside the cylinder
Scratch that
See if the cylinder rod is longer than the out. Run trim full out and compare lengths

Also check for trim block

i didnt get a chance to look at it yesterday.where would those blocks ( 27 ) be on the outdrive.

Normally the blocks would not be on your drive but if they are there they would be on the rod item 13
