Looks like you’ve done some great work!
For night fishing I assume you will also be adding navigation lights and an anchor light.
Have Navigation lights installed at the front inside the top weatherstripping rail. And a removable, extendable anchor light installed.

Inside lights installed as well when we need.

Nav lights and all around lights are mandatory
Agreed.

The original setup when we started only had Nav lights on the hood and anchor light.

To navigate the parts of mohave where we've caught the big fish, we are in between cliffs at most 150 yards wide. Over 100 feet deep at 10 feet from the side..

The handheld spot works ok, but having the headlight will help us get back upriver to the ramps, or back to camp easier. Canoes and kayaks are out after dark, at times, as well.

Docking lights are legal but only used while docking. If you caught using docking or flood/spot light running you can get a ticket

From the canoe, I've seen numerous boats in that area with headlights and spot lights when out at night. Also seen numerous canoes and kayaks with no lights at all (also illegal)

If illegal, we won't run them when moving.

Many don't know it's illegal and there are others that don't care. In most cases it would be rare to get a ticket at night, LEO want there evenings off as well.

River barges use them all the time and they don't get pulled over ;)

And all the LED rope lighting that the Russian disco barge owners install as well as underwater lights are also illegal

An all-around light and the port and starboard red/ green lights are it while underway

When anchored, the anchor light

Why is it illegal though? I would think it would be a good idea to see where you're going.

On the river and big barges need to see things that might be floating down and if there is no moon light, need to see the shore line. The Coast Guard puts out markers on shore with reflective day boards and also flashing lights on the shore markers. They have red and greed boards and when returning from the sea, the port side will flash one time ever few seconds and the starboard will flash two times. They are placed where the channel changes from one side of the river to the other.

The river buoys are red and black and identify low water level (less than 8 ft deep for Missouri and Ohio rivers), red buoys have red reflective tape on them and the black have green reflective tape. In low light they can not be seen so putting a light on them helps.

I don't know of anyone who has ever gotten a ticket on a inland river for using a light. That said I don't know a lot of folks. Inland lakes and coastal waters yes.

For the most part, if someone is using docking lights or spot light an approaching boat may not be able to tell what direction they are coming. Note, if you see only a white light the boat is at anchor or it's moving away from you. Red and white your seeing the port side, Green and white the starboard side. Depending on how close the lights are to each other tells you if they are heading toward you or just passing

Marine lighting and it's requirements are determined by IMO ( International Marine Organization) and are part of international law

In the US, the coast guard requirements are the US version of the international law and part of the federal regulations

Navigation Rules - USCG Navcen

Here is one of the notifications on the additional lighting. https://www.dco.uscg.mil/Portals/9/DCO Documents/5p/CG-5PC/INV/Alerts/1015.pdf

Use of docking lights while underway will ruin your night vision and make you a hindrance to other boaters

Barge Capt can also be POS, your tied up to the bank and sleeping. The barge Capt notifies his crew get ready. The flood lights come on and your boat is illuminated in more than day light, and everyone has camera's ready. Have had that happen more than once
