1999 Johnson 50HP 2 Stroke J50ELEER: Engine dies in low idle

I have a new to me 1999 Johnson 50HP 2 Stroke J50ELEER on a 24' pontoon. The engine starts fine and runs in high idle but once I lower the idle lever on the controller, it sputters and dies. I have removed both carbs and cleaned and replaced internals with a carb kit. Both spark plugs replaced. All linkage has been reset to factory settings from the manual. Any help would be appreciated.

Must have just needed a little bit to get used to the factory linkage settings. It was struggling in low idle when I was running it with muffs at home but have taken it out on the lake twice without any issue!

Weird, as normally we hear, 'My motor runs great on the Muffs, but the moment it is on the Water, it wont' Idle'
