I appreciate your helpThe Carbs on a 73 115hp are larger than the carbs on a 77 85hp, as the 115 has about 8-9% more displacement than the 85, and have a different Fuel Delivery Curve, based on the expected airflow, which will degrade the overall Boating Experience. Instead of a motor that responds to the Throttle smoothly, a jittery, ill tempered, motor that can be a pain to use. The Linkages may also be different, as may the Cam on the Armature Plate.

I think my issue is my float height. I’m also certain that the aftermarket kits I used were trash. I got the new OEM kits in and am going to give it another go, leaving my floats slightly elevated at the free end.There is more to a Fuel Delivery Curve, than just the Jets.
Are you just swapping the Bowls, or are you putting the 115 carbs on the 85hp, or vise-versa. While the both carbs use the same Gasket(rebuild) Kit, their are a lot of Differences.
