80s Model Mercury 40hp 2 Cylinder 2 stroke cooling problem

I have recently aquired an older bass tracker with a 40 hp mercury 2 cylinder 80's model outboard engine on it. I have worked on it before and had it working but then the impeller went out. I replaced it and now with the new one in there is no water coming out the pee hole. I have double checked to make sure that there is nothing wrong with the lower unit assembly and everything looks good, including the impeller. What else can I check to find out why the water isn't exiting the pee hole. BTW, I have also checked to make sure the hole itself isnt clogged and it isnt.

Be sure the water tube and grommets are in place.<br /> If the impeller crumbled pieces may have plugged the water galleries as well.

Is there any specific way to check and clear anything that might be clogged?

Remove the thermostat housing and thermostat and remove the lower unit. Back flush the system with a garden hose then forward flush it with the hose on the pickup tube that sets in the impeller. You should get flow both ways, if you don't you got a clog somewhere and it gets a little more dicey trying to figure out where. If you get good flow I would suspect something amiss in the water pump despite your best efforts to replace it.
