I found this while searching around cause I'm going to be heading in your direction if I can't make this Mikuni Fuel Pump work.
The motor is a 1975 Johnson Seahorse 9.9HP.
I did a tune up on the points and spark plugs, point contacts and carburetor alignment.

That rod was bent when I got the 15 so I bent it more to idle (Trial and Error) but it only opened up so far. It seems the Armature Plate isn't moving far enough to open the the throttle butterfly wide open.

I'll be. I didn't notice the two holes until now. It was always in the furthest hole even on the cam follower lever. So that mark on the on the cam, is that idle or STOP.

Mine looks like this if you can see it. This seems to work but I'm currently experiencing a problem with my outboard that has this setup. Just make sure the gas tank isn't a a few feet below the motor as I get running problems.
Engine starts and runs mid (Start) to high idle (WOT) fine but when I slow it down anything at or below shift it coughs and coughs then dies.
