Ok so I’m getting 13 volts when check with a meter at the battery and when I test the yellow/red striped wire that feeds the power pack I am only getting 9.45 volts would that cause me to not have spark at all?

So I have power at the relays now. And I check the tilt and trim motor and they work. But like I said earlier in the post that I am in the middle of changing out my starter and I don’t have the - wires that ground to the block attached would that keep the tilt and trim switch from working?
