That solved it, replaced power pack with OEM and all 4 coils, also replaced all plugs with the QL77JC4's gapped .035, starts up on the first cylinder that comes to the top every time again.
Must have been weak spark throughout, idle jumped up to 1600 or roughly +700 RPM on the initial start with...

Just got off the water the motor felt sluggish.
Did a spark test and had no spark on #4.
I replaced the coil, no joy.
I then swapped coil charge input from #2 to # 4 had good spark, verifying the new coil was good.
Am I suspecting the power pack not sending charge voltage? or something...
Thank you for the info, as the bz's in it seem to be functioning well I think I will keep them as my default. I'm not to concerned with plug life, so will keep them at 1mm. It is a small price to pay for having a motor that starts on half a crank, and runs all day... I will just keep a note in...

It had NGK's in it when I bought it (BZ7HS)

Notching the valves and reaming the air escape hole seems to have worked. Ran the motor on the hose both heads settled in at 145(p)-150(s) with 20 minute runtime, with no overheat alarm.
Temp cycled with t-stats on both and t-stats housing reflected head temps so gonna conclude that this issue...
I am guessing you are correct... after replacing all parts I was finally able to test today for the leak... No leak

Does anyone have a fuel line routing Diagram for the 88 SPL it is pre-mix no VRO and does have the primer solenoid.
I have 5 hoses
[2] 6" still attached to the carbs
[2] 18"
[1] 15" that Tees's into [2] 6" hoses
7 nipples (Including the solenoid)
Intake has 4 check valves 2 below each...
I cleaned up slightly the jacket cover I replaced (It was cracked at the spark plug hole in 2 places and pitting looked to be almost completely through one of the channels) so I never bothered to even clean it (just ordered a used one on eBay that was fresh water use) and a different type gasket...
Also want to note the 2 holes in the Head Gasket to the Block (supposedly designed to supply water to the jackets) centered top and bottom have no associated pathway to the water jackets on these heads.
They simply dump back into the ring an inch away from the 2 supply holes through the gasket...
I have searched everywhere I can think of.
If there ever was a gasket that was cut to allow water from the head to come in contact with the cover, it must have been discontinued long ago.
I can find only the one image (attached in an earlier post) that shows a gasket that would allow water...
