OK so we went out on my friends new boat to him (2004 Bayliner 195 4.3L V6). It has a 14.5 x 19 prop and the thing tops at 43 MPH, but his RPM's are at 3900. That is full throttle. The motor sounds fine, oil pressure etc. Could it be propped wrong?!?!?
