Can I check output of ignition amplifier with voltmeter? If so, what should I be looking for?

Having issues with shifter, got the handle off, removed three screws, nuts from under nameplate, but can't seen to get unit off the side where it is mounted.
Is the snap ring under the 11'16 nut my problem? My snap ring pliers don't quite have enough reach...

Trouble is VDO temperature gauge laying on zero when running with new thermostat; and grounding the brown wire on the manifold causes gauge to deflect full scale.
Is sending unit p/n 3853787 correct for this engine? (OMC 502 APHUE)...
