i have a 1990 40 evinrude (VE40TLESR) won't go over 2500 rpm. even when i put it in neutral still not going over 2500 rpm. acts like its bouncing off a revlimiter. need help. thanks guys. checked fuel and all is good. could be bad stator??

1998 50hp Evinrude. The Vro Pump Is Pumping Way To Much Oil. The Bowls Of Both Carbs Are Full Of Oil. Is There Any Way To Test The Pump? Or Do I Just Need To Order A New One?
the owner said he crossed the battery terminals and he heard a loud pop. i have power to my starter, to my 50 amp breaker. i don't have any gauges working with key on. key off the beeps are still continuous. all my fuses are good. any help would be good. thanks
