My 87 3.0 merc trim seems to be working good but I want to make sure it's adjusted right . I read something about 21 3/4 " measurement on the trim cylinder. Where do you take these measurements from?

The timing on my 87 3.0 mercruiser recently got so bad it was popping back through the carb. a lot. A mechanic friend of mine told me this might screw up the power valve in the bottom of the carb.and cause it to flood out real bad like mine is now doing. Anyone ever heard of this?
