    Of course full data is in the Factory service manual. Yes, a voltmeter is OK for testing. You may have a cooked ECU.

    The decompressor is why you're low. Is the vacuum line for the fuel pump blocked, or is it leaking?

    Use an IR thermometer to see whether it's overheating. In western NY we do a WP kit every 3 years or so.

    Check the low pressure gas pump. A blown diaphragm will do that.

    There are o-rings and stoppers both top and bottom of the rail. Could be one of those.
