    The decompressor is why you're low. Is the vacuum line for the fuel pump blocked, or is it leaking?

    There are o-rings and stoppers both top and bottom of the rail. Could be one of those.

    What actual model? there is a large cap one (NLA) and the small cap one. If you need a large cap, you will need to buy a new tank and cap.

    Adjust the carb float height, and/or install a new carb kit. What is the actual model?

    Part 372S630001 was superceded to 3KKQ630003. Includes all the bits to add a tiller handle, including throttle bits and of course the tiller.
