Well, first. You've confirmed proper spark/compression? Not sure if this model has an idle adjustment screw on carb but I would do the factory setting for that, and or adjust if it's already at factory to see if that evens it out.
Good point, becaue of exhaust backpressure right? I did the adjustments under a slight load in the test tank but maybe I didn't reach proper rpm.

I was gonna say check continuity on plug wires and ignition as well, but you said you already replaced ignition, i would still check however. In my experience plug wires always connect from the plug to the ignition coil.. youres plugs to the stator..?
Do what you want, just saying it's about 10x easier to adjust idle screw then start messing with the pump. And in my experience 90% of the time its the carbs. especially if its been sitting for 20 years, regardless of winterziation.
