head gasket is dry. the other plate that covers the water jacket was sealed with permatex. is there a gasket for the water jacket plate or is it supposed to be permatex?

I was helping my friend with his 1988 85hp. Took the carbs off to clean, and I found a jet in place of the air mixture screw. Is this normal, or do I have to find him a new air needle?

1987 85 hp ran great the for the last month. I added fuel today, now it wont get passed 2500 rpm. Good spark all three, compression is 125 on all three. I checked the fuel pump, no tears. clear fuel filter is staying full. Any suggestions would be great.
