Salt water used????? You need to manually raise and lower it by jumping solenoid. I have replaced too many of them. They don't like salt water dripping on them. Rebuild rams with new seals. Easy to do! If that doesn't work, replace fluid and pray trim motor doesn't need replacing.
Make sure you don't have any transom or stringer mount rot. If you have ANY, you should stop and replace rotten wood, re-glass, etc. Trust me!!!!!!

add y pipe flappers and/or increase exhaust manifold thickness by double the gaskets. Your manifold or head may not be perfectly flat. However, I suspect Y pipe shutters (flappers) will reduce cold water entering an exhaust system.
