I understand racerone and yes. It is pretty simplistic. But, everything is checking out to spec and there still appears to be a problem.
As I said, I will water test this weekend and see if the higher RPM will produce more voltage.
I really don't have much experience with this sort of thing...

The above readings were at the motor as well as the battery. Same reading everywhere I measured from the rectifier/regulator to the battery.
No music, just a humminbird sonar unit and livewell pump.

@racerone, everything checks out to be in spec.
I need to get the boat in the water to test at upper RPM's.
Outside of that, any ideas as to what the issue could be?
I am running a maintenance fee battery. Could that be the issue?

I have two EverStarts either 24 or 27's. I've had good luck with them over the years. I have the second one in the boat as a backup in case something happened on the lake. We just recently got back from a fishing trip in Quebec Canada. It's pretty remote and I wanted the redundancy for safety...
