Power trim and tilt is great when trying to get max performance from your boat and motor, but the after market stuff ain't cheap ! So...how bad do you want to get the absolute most out of your outfit ? How much HP are you dealing with? For the cost, you might consider trading motors for one that has T&T already on it.
i have a 55hp on a 16ft starcraft and i was thinking about maybe buying a different motor. but i kind of wanted the plate to help keep the bow up when i need it as it is a open bow . but im back and forth about it

Not really, just cut it to fit and place it in the bottom. Some people go through the extra effort of cutting tons of little triangles to maximize the amount they can fit, others just lay it flat the long way.

Although there is a wealth of knowledge on SS-16 rebuilds from the fine folks in this forum, you may find some value in going through the previous rebuilds on the Starcraft forum. ok cool and i gushed you leave a channel down the center for water correct ?
I was able to fit between 4-5 2" pieces in between each set of ribs, and I left at least one of the centre pieces slightly smaller so they would be raised off the bottom, they are just held up by being glued with PL Premium to the other pieces in that section, that helps water from the sides run to the centre. For the middle section I cut the pentagons, then just cut about 1" off the point, so there is a 1" high by about 3" wide channel running the length of the boat right in the centre.

To be honest none of that was likely required, as the boat bottom had more of a curve from side to centre, and I certainly didn't spend time getting every piece to fit exactly, so there are tons of gaps anyway, but at least now I know for sure.

I certainly would and also add a piece of PVC pipe to thread wiring.
I wouldn't advise running wiring under the floor unless it was on top of the foam and directly under the floor, seems like it would be a pain to get at if anything needed fixing, you would have to take up the whole floor. I wrapped my floor in separate sections to make it easier to pull up if required, but most rivet the floor down then do a single piece of Nautolex over the whole thing. All that work would be ruined if you had to get at a wire.

That's why a 1.5 to 2" section of pvc was added to my refit. Each end has a long 90 degree sweep that then sticks above the floor about an inch.
