    Hard to follow... but if the area your talking about is where I think it is, it seems one of two things. 1st guess, your not completing the last step of the L&S or your timer plate under the flywheel is all gooped up or has blockage. Is it any of those?

    I'm not sure of some of your terms...."cam" are you talking about the roller on the carb linkage? Like Racer says, in neutral it won't allow it. Whenever you mess with it you have to do a link and sync and there is lots of info online on how to do that.

    While in neutral, yes. I would recheck your connection, keeper in, keeper nuts are properly set. If they check out, once again, did the shaft that was in your gearcase when you pulled it for the impeller replacement, get turned or removed? If so, that's your problem.

    Not sure you can install it wrong really. Did you turn the shift shaft stub that comes out of the gearcase maybe? Is this tiller or a remote motor?

    Agreed, less worrying and more diagnostics. Just compression as it lays will give you a general idea. Stop running this motor and determine if this is a lean running issue like I believe you already know.
