Oil Alarm going off with '98 Yamaha ProV150 two stroke

The no or low water pressure reading is normal, the system runs on high water volume at low pressure. Just make sure there is water coming from the pisser. It should not be topped off all of the time, it should drop enough to see that it dropped before the pump turns on to fill it up from the sub tank. Service Batteries - run out of charge

Look all over the batteries to see if there are any letters or numbers/date burnt into the plastic case, as with tires there may be a date code. Sometimes there's a sticker with the date on it. Depending on where you are many auto parts stores load test batteries too.

Service Batteries - run out of charge

As dingbat said, the batteries need to be load tested. You don't charge a battery and measure the voltage then say they're good. Also waiting to hear the age and size of the batteries. Are they wet cell? If so have you checked the water level?

    Best technique for waterproof solders?

First, try to minimize the number of splices. Use butt connectors instead of twisting wires. Slide a piece of heat shrink tubing over the wire. Crimp butt connector then cover with liquid tape and let it dry. Put heat shrink tubing over the butt splice heat it then cover with more liquid tape.
