    On that motor with the plugs out you can put a socket on the alternator nut to rotate the motor. You might have to put tension on the belt.

    I keep mine very tight to stop any bounce. The bow chain Tie Down has is only 3/16" so maybe 1000lbs? It's an added safety to keep the boat on the trailer if the winch strap fails or you forget to attach the winch strap.

    The one AD linked to uses 3/8 sockets so you could get a bigger bit if you wanted. I bought one like that 50 years ago and while I don't use it often it's saved my butt many times.

    Does the water not drain out of that compartment? A bit or even a lot of water shouldn't bother the batteries. You could use the cover from one of those generic plastic battery boxes to cover the top.

    Check the gimbal bearing and align the gimbal bearing. Check or replace the bellows. If those drives have impeller water pumps change it too.

    Your old lower will have debris in it which will contaminate the upper. You'll be fine running the 1.98 Might have to go up a size in props to keep it in the proper WOT range. For example from a 21 to 23.

    If you put a straight edge on it you should be able to tell if it's parallel with the other pulleys. Can that pulley go in more?
