I had one of those 5 HP Merc motors with integral tank as a kicker on a 19 foot sylvan. Used it on HP restricted lakes. Wasn’t fast but moved me around.

If that is stuck on that stand You could center punch and drill and use an easy out. Or if your not in love with that 2x4 you could just split or chisel at it a little bit till the motor comes off then you can just put a big vice grip on the round foot and spin it out
You’re throwing good money after bad. For the same money or a few dollars more you can buy a brand new winch. Lots of new options up to 6000lb for under 200$
