    Sounds like you may want to start off testing what the fuel pressure is by either buying or maybe renting a fuel pressure tester kit from an auto parts store. An Actron fuel pressure tester kit should help you out that fits your schrader valve size...

    Should be the 50 amp mercruiser circuit breaker, Does yours have the 90 amp fuse at the starter?

    Test light handy by chance or local store? Mercruiser uses a starter slave solenoid to help activate the starter solenoid.

    Is there power at the breaker 2 red wires? Is there 12v power from the battery to the engine starter? Main wire at the alternator has 12 volt power? Wiggle the main engine wiring harness. Some 3.0's have while some 3.0's don't have a 90 amp fuse at the engine starter.

    You might be fighting some paint from the manufacturer as well as the bolt torque too. Is the area clean down there? How is the access to the starter bolts and wiring on your boat model? Are you able to take a few photos to help see what it looks like down there? as sometimes a visual may help...

    These water psi sensors are sometimes problematic at times. Though it should go to 0 psi with the engine off, key on. You could first try removing it, inspecting and cleaning and even testing it's ohms value to see if helps any. Being it's staying in range, it shouldn't create any fault codes...
