    I dont know this motor but if you google parts manuals they will often show an exploded view with lines and arrows and stuff to show the order of assembly . Other than that its likely that your model shares the gear case with other 70hp 04 05 yams regardless of the variant, maybe even the 50...

    Throttle Only Button

    Does the throttle still work if you put in gear and throttle up ? If so the fault is in the control lever box. The throttle only will have a lock out to prevent you using throttle only when in gear , in all probability that lock out is your problem .🙂

    You can buy a reg/ rect that will work on your motor for 20 bucks (NZ) off Temu .....not that you need one . But I think the reason your volt meter went high maybe there is no load on that circuit ....like it just stopped charging . Are all your electrical connections in good order ?
