all of the old school motors I have dealt with that had points also had a condenser.
make sure it is good, and make sure the points open and close as they should and are not burned up (make good electrical contact)
did you look at instruction or a manual?

is someone moving the throttle?
seems to rev up several time in video
if the throttle is not moving, then the only thing I can think of is the timing moving
it does not take a lot of mechanical know how to look to see where the fuel is coming out of when it is leaking. so you know what needs to be done to fix it
