    blue smoke and running rough would be what I would be chasing not water right now. unless you find signs of water in the cylinder or on the plug itself. white smoke after it dies, I am not sure what that is. steam I would expect while it is running if water was getting into a cylinder

    you did not say if you see any damage to #1 AND #3 we cannot see in pics. are you going to open it up and look at bearings ? that will help tell if lack of oil was even part of the problem. I believe Rodbolt once said lack of oil will get bearings before pistons

    the kill switch and ignition switch grounds the spark voltage to kill or keep the voltage from reaching the spark plugs to keep the motor from running you may want to be sure the switches and/or wire to the CDI is not grounding keeping the voltage from showing up

    never seen a motor that could run at only 2 rpm. most idle at around 700 to 800 rpm but yes over heat or low oil level will limit rpm on most motors that have that system
