I personally replace the impeller, and inspect and replace any part that doesn't look good.

My guess is timing or carb set slightly lean. The above statements should be checked first.
OEM gaskets should be easy to get, try another pass online or I boats.
I think what Racerone just said is, throw that motor away....and get an electric outboard. It's the future.

This was the beginning of the end for omc....they ended up putting more screws on the cowling, (subbed out to Suzuki) making it ridiculously time consuming to get to anything underneath it.
You have a good little 4 horse though so learning how to work on the little beast is a great project...
