    You could also have a crack/hole in the pickup such that it won't draw when the fuel is below the level of the crack. Easiest would be to pull the sender and have a look.

    Still don't think you're getting it. You need to have tension on the prop and lower shift shaft AS YOU REASSEMBLE. Let's make it simple. Remove the whole drive, split it, and redo.

    Not sure if we're all just misunderstanding or you are, but if the lower is not in forward gear but the upper is (ie the shaft is facing forward), the intermediate shaft will be misaligned when you put it back together

    That cable needs to have nearly zero resistance to work right before strange things happen. It has to really bind to trip the cutout on the hard. It takes much less of a bind to mess with the shifting in the water.
