    Your idle speed in neutral is way too high.-----I suspect there are issues with your motor.----And as always I suggest you post the actual compression numbers here.

    A quart ??----Check thermostat on this motor .----Check fuel pump diaphragm.----Inspect float valve in carburetor.-----And pressure test the gearcase.

    You must know the usual stuff by now.----STRONG spark.----Crankcase compression.-----Correct amount of fuel.----Cylinder compression.

    Key looks fine to me.----And use no grease when fitting the flywheel.----Must be clean and dry.

    If you put fuel directly into the sparkplug holes the motor should---BARK---If there is no response you have no spark or spark at the wrong time.
