Yes its grounded thru the bolts but over time rust and corrosion takes its toll and things stop working or working correctly
This is why Merc added the brass rivites to maintain connection.
You can remove the carrier bearing and have access to the outer shaft seal(s). The carrier holds the outer shaft seal. The new seals change from 2 individual to 2 seals in one, and do work better. The new seals will install in older housings

Any kind of a leak is not good. The leak may stop, but may not. If oil leaks out when cool, it may suck in water once warmed up and cooled back down
Had a brand new B3 drive and it started to leak so had it fixed. If its a very small leak it may be just fine, but the drive cost quite a bit...
If its easy to pull the motor I would go that route.
I replaced one by doing the Merc way with drilling to holes and it came out ok, but took some time. Many others have done the JR marine method and also did ok
Use a screw drive or similar as a pry bar and move the starter gear out. There should be a good amount of tension trying to keep the gear where it is. So pry it out and it should snap back quick and strong. If it doesn't then might need a new spring.

The bilge is fused straight from the Bat. The blower normally has no connection to ignition power.
Look for a 20 amp inline fuse on the Red/Purple wire
Also measure voltage on the Red/Purple it should be there always
