    What you see there is a petcock. It is a drain plug that is in there so you can drain the manifold for winterizing. I would take it out all the way and take a piece of bend wire to make sure there is no muck above it . It either was not tightly closed or the rust and muck sort of plugged it up...

    If everything on your motor runs as it should, your problem is with the tachometer itself. The volt meter going up to 18 volts, points to a defective rectifier.

    It is not very hard to make the long shaft shorter. Just take it to a tool and die worker with a lathe and tell him how long you want it. It should not take very long.

    It often happens that a spider or other insect builds a little home in the rubber hose that the water is supposed to squirt out of. Use a piece of wire to make sure that the outlet is not clogged. That often solves the problem
