    I believe the manual is trying to say #24 is the small ring and #25 is the large ring. #25 indicates 2 but the second one may refer to the new type with "rolling torque" that only uses the large ring

    19/21 is correct. unless you damaged the seal during installation it should not leak from there. plug the oil hole with a golf tee and retest the lower unit
