Sorry, platform looked up for some reason. Try unhooking the temp sensor at the head. Unhook the wire and see if that gives you some joy. I.Boat system still won't allow to post pictures but it's part 28.
No....it will not but if it fails and you overheat the engine, bye bye outboard.
It can test fine (with a volt meter) but when you put that kind of amps through....then that condition applies.
What's your battery voltage at the battery, at the solenoid and finally at the starter while cranking. Post numbers and we will tell you were your problems ly.
Videos work. Everything seems to be in order...only thing I can think of is either your not lining it up correctly or the seal on the top of the pump is missing or wore out.
