    Yeah, no dust cover...it looks like something is wrong with that cap....it should have a lip that goes around the shaft like the one in this pic.....maybe it got over-extended at some point and was damaged?

    If this is a saltwater engine, getting the thru bolts off could be a problem, due to corrosion. Mine moved freely as it has never been in the salt.
