    It is most likely the switch, you could spray some contact cleaner in the switch; sometimes that helps. (btw the relays are only used for the power trim)

    You can "check" BUT You don't "set" the Idle timing you set the RPMS with carbs. Adjust idle speed to 700-750 RPM in the water in forward gear.     You said the Carbs. were "soaked" can I assume you cleared all passages with compressed air? Does it sound like its bogging down? Check the spark-plugs to see if the burn evenly? Check for water droplets on the bottom one Have you set-up the linkage to the carbs. right?

    Verify if these fuel-pumps are in fact any good? otherwise you're just guessing (my bet would be the fuel-pump) What are your carb. idle-screws adjustment set at? Are you checking the spark with a gap-tester?
