    No help on pulling power head, but did you try hooking a water hose to the water pipe heading up to power head from water pump, turning on the water to see if water flows out the tell tale then? what about removing the stat cover to see if water comes out of there? If water flows that way...

    the only time a 3 cylinder motor will not be sparking on all 3 cylinders at the same rate is if there something is wrong with the ignition system components. spark is driven my the flywheel turning rate and it does not change speed for the different cylinders adjusting the individual carb idle...

    I would think if it has a choke and the linkage hangs up there could be a problem. as I said look to see if something is hanging up keeping everything from going to the idle position.

    you need to inspect the linkages to see if something is sticking and not returning to the idle position. even the linkage to the timing advance

    every time the carbs are put back on you need to follow the link and sync procedures in the service manual. it includes carb and timing linkages and the roller. get a manual and follow it
