    Facts need to be understood.----Water must be 6 or 8" above the impeller in a test bucket.-----Testing in a small bucket is a common mistake that folks make every day !

    There is compression in the cylinders.----What are the actual values?----There is compression in each crankcase.-----It is compression pressure in the crankcase that drives the fuel pump.-----There may be a lack of pressure pulses in the crankcase.

    Your idle speed in neutral is way too high.-----I suspect there are issues with your motor.----And as always I suggest you post the actual compression numbers here.

    Excessive tan gunk

    A quart ??----Check thermostat on this motor .----Check fuel pump diaphragm.----Inspect float valve in carburetor.-----And pressure test the gearcase.

    You must know the usual stuff by now.----STRONG spark.----Crankcase compression.-----Correct amount of fuel.----Cylinder compression.
