    Won't go over 4,000 RPM

Normally the OEM chooses the prop diameter. You Choose the prop pitch. If the old prop had a 21" pitch, and you liked it's performance, choose another 21" pitch.

    Simplest 2 Battery Setup?

Buy a battery switch and connect both batteries to it. Set it to both for running so the motor will charge both batteries. When you are stopped and relaxing, set the switch to one battery, saving the other for starting the motor. Easy stuff.

    Trim sender not reading correctly?

They are pretty inaccurate. When trailering, listen to the sound. You can tell when it is all the way up or all the way down. No gauge needed. When running, trim by feel and sound of the motor. Again, no gauge needed.

    fiberglassing in new floor

Unfortunately, older floatation foam was open cell and absorbed water. Newer floatation foam is closed cell and does not absorb water. The wet stuff needs to come out and be replaced with the new, closed cell, pour in foam.

    Reupholstery, maintenance ?s, radio

You will want to use stainless or monel staples. You will want to use rot-proof coat thread to sew the vinyl. usually you can find nylon coat thread. There are special leather sewing needles. They are a bit better for sewing vinyl. You will need a cording foot and some line to make the...

Near new old 1996 Mercury 115

Sure, let him try it. Just trying to set expectations. He is in Jersey now. No one will believe it is a freshwater motor, and only a DIYer will buy an older motor, and they like garage sale prices. Just saying...

1981 mercury tower of power 115

That could easily be dirty or mis-adjusted carbs as well. I would recommend an OEM service manual. It would be pretty easy to check the idle pickup timing and max spark advance. If those are on spec, it would be time to check the carbs.

    1979 1/2 115hp Mercury Tower of Power - Controls

One more thing. The control I cited has a different electrical connection that your motor. You would either need to graft it to your wiring harness or replace your motor harness. Your motor should have the ADI ignition with six ign coils. If you check the parts list of a later model ('86)...

    1979 1/2 115hp Mercury Tower of Power - Controls

Most Mercury controls will work. I bought one of these. It has the power trim switch on the handle, which the original doesn't. Alternatively, If you can find a junk Merc control, you can replace the handle, as they come off with one screw. Side Mount Remote Control Box 881170A15

    Won't go over 4,000 RPM

You can get a prop with a fixed hub, rehubbed by a prop shop. If the prop is newer, it could have a modular hub. You can buy a new hub for that kind of prop and install it yourself.

Unfortunately not many want older 2 cycle motors. I doubt you will get near $5K for it.

Those rotary steering systems will operate backwards, if the cable is installed in the wrong hole. Your cable looks to be in the bottom hole. Try unscrewing it and install it in the top hole.

    Won't go over 4,000 RPM

Was the boat going 11 MPH at 4000RPM? If so. you spun your prop, or chewed the daylights out of it. I doubt changing the water separator will fix it.

    No ignition power

Sure, try paddling a boat larger than 16 foot. With any kind of wind or current, it won't work. A boat pole that you can push off the bottom is more effective.

Outboard repaint - need suggestions on materials

If you want a good color match, you will need OEM paint. Perhaps you can buy it by the quart and spray it. You will need an airless sprayer or compressor and HVLP sprayer. This year I did my Johnny and Merc OBs. I used a Rustolium marine enamel, white for Johnny and gloss black for Merc...

1980 80 hp l4 wont stay running and smoke rolling out of carbs

OK, that seems pretty clear. I was quoting ADI specs from my 90s V6. What fuel did it originally call for? Regular 86/87 octane or something else.

1995 Evinrude Ocean Pro 115 surging above 4000 RPM

Warped float bowls are easy to spot with a straight edge ruler. They also contain the main fuel jet, so clean it while the bowls are off. New bowls are available in a few places for different prices. Of course, you can rebuild the carbs pretty easy while inspecting the bowls.

    Mercury 115 hp not starting

Does the motor crank? Optimax's use two electric fuel pumps for start up, and only one for running. If she cranks, but won't start, you really need to have an experienced tech check it. You need to have proper fuel and air pressure on the rails that feed the fuel injection system. There are...

1980 80 hp l4 wont stay running and smoke rolling out of carbs

I deo not think Merc used a 30* spark advance since the 60's, on their points models. My '73 850 max spark advance was 23*BTDC and my '77 1500 was 21* BTDC. I always ran the 850 at 21* since the quality of the fuel was worse in the 80s than the 70s, at least I think is was worse.
