    Welcome to iboats That is the Man Overboard Switch, there is a fitting/clip with a Lanyard, that goes there. The other end of the Lanyard, is supposed to be attached to the Driver, if he leaves the Helm, the engine shuts off

    Inspect the wire(s) of the circuit that the blown Fuse feeds. I suspect a Pinched or Chafed wire.

    A very large filter is fine as it provides a very large area of Filtering media, which has little or no Pressure Differential, a smaller filter is more restrictive.
