    They fit the motor that they came out of.----These blocks are all the same.----So it should fit yours.----Tried them in a different position ?-----Turned them around.-----Are there marks from reed petal screws ?----Never had an issue installing them myself.

    Key must be pushed in while cranking for near instant starting.----You must be aware that I have started more than 1 motor with this wonderful primer.-----These primers have been used since 1980 on motors from 9.9 to 300 HP !!!

    A head gasket is cheap at about $30 or so.

    Cylinder compression may be an issue with this motor.-----Head gasket is cheap.----Take head off and have a look at cylinders.

    " overheated pretty bad "----Means what ?----Wires melted ?----Time to do a compression test and a proper inspection !!

    Engine is the same from 88 to 89.----Carburetors are simple ( crude ) devices that respond to the air flowing through them.-----If there are issues within the engine then swapping / fiddling with carburetors is a waste of time.

    How did it run for you last season ?----Do you run fuel out of carburetor when storing the motor ?

    2.3 Lower Gearcase

    Your local machine shop / blacksmith / highschool could make that bushing.----Strange that this bushing is worn as there is no motion when forward is engaged.

    Post your compression numbers.----And when starting do you advance the throttle to the neutral stop ?----Best to ignore the start mark on the steering handle.

    Some simple trouble shooting will quickly determine the issue.----But it can be difficult to convince folks that this is the money / time saving approach.
