    Flywheel does not need to come off.----It appears to be 4 bolts and those 2 brackets come off.----Then starter might fall out.

    The bulb is a simple manual fuel pump.-----A good bulb will move air.-----Test this bulb using a bucket of water.-------It should get rid of the air and start pumping the water.

    What is known as a 2+2 motor.-----The bottom 2 carburetors run very lean below about 1800 RPM.----It only runs on the top 2 cylinders at idle.---Do a compression test.-------I suggest a water test before handing over your hard earned money.

    Do a full evaluation of this motor before spending any beer tokens.-----Post the compression numbers here.-----Do a spark check as well.-----Pull it over with a rope for the testing.----Maybe remove bypass cover to look at pistons / rings.

    Are they solid wire core ?-----Just make them so they fit nice.----Nothing special.------Are there issues with the running of the motor ?----If so what trouble shooting has been done ?

    Your dealer will fix it under warranty.----Or show you how to run / operate the motor.-----What motor did you have before this one.-----You did buy from your local dealer I hope.------Most dealers will take the time to show a novice the ins / out of boat motors.

    Another wild idea from a space cadet.-------Fabricate a bracket using the motor mount.-----Use the bracket to hold a rubber gasket / RTV over your repair area with a backing plate .----Make the plate from say 3/16" and extend it by 1" all around your repair area.----Might work and nobody will...

    Clean and inspect vapor separator tank / filters / float valve.

    No model # posted.----Some use a cam driven lift pump and a high pressure electric pump.------Fuel injected I think , so check all filters.----Check vapor separating tank ( if equipped ) with it.

    My opinion only.------Manufacturing today is computer controlled.-----Robot machines finish parts to exacting standards.------Break in today is not as critical as it was 50 years ago.

    Test running with another tank would indicate if there is an issue with boat fuel tank or whether issue is something on the motor.

    Pull starter apart for inspection and testing.-----Not sure how then ask.----Don't spend any beer tokens until you determine condition this engine-----If water got inside and on crankshaft bearings it could all be scrap.
