    1970 was the last year that the 43.9 cu in. 40hp had a Thermostat. In 71, OMC switched to the Gale Division's Engine Block, which was more basic.

    Well, if oil is getting out, water should be getting in. Remove the Drain Plug and see what comes out. Water, Oil, or something that looks like Bailey's Irish Creme.

    Where is the Oil leaking out? Is it actually Gear Oil? Being a 2 stroke, that engine will expel unburnt 2 stroke oil, out the exhaust and often, also thru various drains in the gearcase. That said, you say you just got it back from a Mechanic who replaced the Water pump, and likely the gearcase...

    Don't forget to replace the Gaskets on the Drain and Vent Screws. They have been known to let a few Drops of Water get in.

    Well, you just learned that running Great on Muffs means Nothing, these engines will sound fine running on 3, even 2 Cylinders when on the Muffs. No Backpressure. Put it in the Lake, it is a different Story. Does it have a Spark the can jump 3/8", on all cylinders? Does the Fuel Pump supply...

    Now that the Bilge is full of Gasoline, I recommend that you refrain from doing anything in the boat that requires electricity, until it is removed and purged of all vapour.

    Even Gear Oil can pick up Contaminates that it comes into contact with. Use you Nose to give you an Idea, or better yet, do, or get someone to do, a Vacuum-Pressure Test on the gearcase

    There are much better Snake Oils than SeaFoam. Power Tune(Merc) and Engine Cleaner(BRP) are good ones. CRC makes a couple that would be okay as well You could try them before tearing things apart.
