    If THROTTLE is advanced too far the red lever blocks the recoil not the flywheel..-----Nothing wrong with tank or connecter.

    Squirt some extra oil into the carburetors at idle.-----Might help you see if there is an exhaust leak.

    Charge the battery.----Load test the battery.-----Take starter apart for inspection / cleaning / ohm test on armature.----Little effort and no $$ spent do this.
