    To me, it sounds like the engine was removed at some point. They plug the lines with bolts when they pull motors. Maybe those just didn't get hooked back up.

    Like alldodge said, the tank was set in place, then the hull set on top of it. That also goes for pretty much everything else. The hardware is installed while the cap and hull are apart.

    Screw a sheet of aluminum or diamond plate on the bottom of the floor where you will have the pedestal seats. That's what every aluminum boat I've done a floor in has. I think it's too keep the seats from pulling out of the wood as it eventually rots.
